After making landfall four times over Bicol and Southern Luzon, a weaker typhoon "Rolly" (international name "Goni") left the Philippine landmass on Sunday evening.
In its 8 p.m. severe weather bulletin, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) last observed "Rolly" about 120 kilometers west of Calapan City, Oriental Mindoro.
Throughout Sunday, "Rolly" made a total of four landfalls over Bato, Catanduanes (4:50 a.m.); Tiwi, Albay (7:20 a.m.), San Narciso, Quezon (Sunday noon); and Lobo, Batangas (5:30 p.m.).
PAGASA said "Rolly" will be moving west-northwest or west on Sunday evening and will likely leave the Philippine area of responsibility (PAR) by Tuesday morning.
From a super typhoon with maximum sustained winds of 225 kilometers per hour (kph) near the center and gustiness of up to 280 kph upon its first landfall, "Rolly" has weakened significantly on Sunday evening with maximum sustained winds of 125 kph and winds gusts up to 170 kph.
It could further weaken into a severe tropical storm category in the next 24 hours, PAGASA said.
The state weather bureau has already lifted or lowered tropical cyclone wind signals over several areas but Signal No. 3 remains hoisted over the southwestern portion of Batangas (Tingloy, Mabini, Bauan, San Luis, Taal, Santa Teresita, Alitagtag, Taal Lake, San Nicolas, Talisay, Laurel, Agoncillo, Lemery, Calaca, Balayan, Tuy, Nasugbu, Lian, Calatagan) and the northwestern portion of Occidental Mindoro (Abra de Ilog, Mamburao, Paluan).
Cavite, the rest of Batangas, northern portion of Oriental Mindoro (Puerto Galera, San Teodoro, Baco, Calapan City, Naujan, Victoria, Pola), and central portion of Occidental Mindoro (Santa Cruz, Sablayan) were still under Signal No. 2.
Signal No. 1 also remains over the southern portion of Zambales (San Marcelino, San Felipe, San Narciso, San Antonio, Castillejos, Subic, Olongapo City), Bataan, Bulacan, Pampanga, Rizal, Laguna, Metro Manila, the rest of Occidental Mindoro, rest of Oriental Mindoro, Calamian Islands, Marinduque, and Quezon including Polillo Islands.
PAGASA said moderate to heavy with at times intense rains may still prevail over Aurora and the eastern portions of mainland Cagayan and Isabela.
Meanwhile, light to moderate with at times heavy rains may affect Metro Manila, Cavite, Laguna, Batangas, Rizal, Quezon, Cordillera Administrative Region, Ilocos Region, Oriental Mindoro, Occidental Mindoro, Marinduque, Romblon, Palawan, Western Visayas, Zamboanga Peninsula, Bangsamoro, Northern Mindanao, and the rest of mainland Cagayan Valley and Central Luzon.
PAGASA reminded the public to remain vigilant against possible flooding including flash floods, rain-induced landslides, and sediment-laden streamflows, such as lahar, during heavy or prolonged rainfall especially in areas that are highly susceptible to these hazards.
"Destructive typhoon-force winds" may still affect areas under Signal No. 3, "damaging gale- to storm-force winds" in areas under Signal No. 2, and "strong breeze to near gale conditions" in areas under Signal. No. 1.
Elsewhere, strong breeze to near gale conditions due to the northeasterlies will be experienced over Northern Luzon.
The passage of "Rolly" over the West Philippine Sea may also trigger moderate to high risk of storm surge of up to 2.0 meters (m) over the coastal areas of Cavite, Bataan, Lubang Island, southwestern coastal area of Batangas, and northern coastal area of Occidental Mindoro.
"These storm surges, which may be accompanied by swells and breaking waves reaching the coast can cause life-threatening and damaging coastal inundation," PAGASA said.
