Some Bayanihan 2 provisions have yet to be implemented


The Senate panel of the Joint Congressional Oversight Committee noted today that the some provisions of Republic Act (RA) 11494 or Bayanihan to Recover as One Act have yet to be implemented as concerned agencies are still finalizing their respective guidelines.

This is one of the comments in the first report of the Office of the President to the joint congressional oversight committee by Sen. Juan Edgardo ’’Sonny’’ M. Angara, chairman of the Senate panel of the joint committee, on the COVID-19 pandemic response of government.

Some of the other comments sent to Executive Secretary Salvador C.  Medialdia are:

-- Some provisions of RA 11494 have yet to be implemented as the concerned agencies are still finalizing the respective guidelines.

-- Also, the Department of Budget and Management (DBM) has yet to release implementing agencies a significant amount of funds considering that the law will lapse in two months.

-- We seek the aid of your good office to encourage all concerned agencies to fast-track the issuance of necessary guidelines,  preparation of budget execution documents (BED), and release of the funds for the proper implementation of the law.

-- Despite the Bureau of Treasury’s issuance of a certification of additional revenues and availability of funds based on the report, the DBM had only released P3.545 billion in allotments to the Department of Public Works and Highways (DPWH), Department of Interior and Local Government (DILG), and the Office of the Presidential Adviser on the Peace Process (OPAPP).
