Theaters in areas under a modified general community quarantine (MGCQ) are allowed to open under a 50 percent seating capacity, said Department of the Interior and Local Government (DILG) Undersecretary Jonathan Malaya in a briefing on Saturday, Oct. 17.

Aside from the limited seating capacity, Malaya stressed that the minimum safety health standards should be observed while reiterating that areas under a general community quarantine (GCQ) remain closed.

He added that concerts, sporting events, religious services, work-related seminars and conferences are also allowed in MGCQ areas.

Malaya also noted that limited face-to-face classes in universities and colleges are permitted under the MGCQ areas with the strict compliance to the minimum health standards and guidelines set by the Commission on Higher education (CHED).

In the same briefing, Malaya disclosed that IATF Resolution No. 78 allows recreational scuba diving subject to the regulations set by the Department of Tourism (DOT).

He noted that the DOT has already issued a number of scuba dive sites accreditations.

Malaya said the dive sites must require negative PCR tests before dives to their clients except to pregnant women and individuals with underlying conditions.

As required by the DOT, renting scuba diving suits will not be allowed as divers need to bring their own gears and equipment boxes.

People in the diving resorts should frequently wash their hands and wear face masks with the area required to have de-fogging solutions and their diving boats needed to be disinfected regularly, according to Malaya.
