Anti-terror law draft IRR to be presented next week --- Guevarra


The draft implementing rules and regulations (IRR) of Republic Act 11479 or the Anti-Terrorism Act of 2020 will be presented before the Anti-Terrorism Council (ATC) next week, said Justice Secretary Menardo Guevarra said on Thursday, Oct. 8.

“It will be done by Oct. 14,” said the secretary.

“Publication na lang after (It will be published after),” he added.

On the other hand, Guevarra declined to give details of the contents of the draft IRR until it has been approved by the ATC where he is also a member.

But the secretary assured that it does not contain provisions on social media regulations which are being opposed by a number of groups.

Guevarra has been reviewing the draft since receiving it last Sept. 16.

Under RA 11479, the Department of Justice (DOJ) and the ATC were given 90 days since the law took effect in July to come out with the IRR.

The DOJ formed a team back in July to draft the IRR which included inputs from the Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP).
