The camp of Speaker Alan Peter Cayetano on Wednesday dared Marinduque Rep. Lord Allan Velasco to prove he has the numbers to unseat the incumbent House leader.
The Cayetano camp made two suggestions on how the Velasco camp can do this but voting on the plenary hall is not part of them.
Appearing at Facebook Live, Cayetano said his political foe must prove Velasco indeed has the support of the majority by doing what he did two weeks ago– through a manifesto of support.
“Tapusin na natin, may numero ka, ipakita mo sa akin. Let’s finish this if you have the numbers, show me,” Cayetano said.
In a virtual press conference Wednesday afternoon, Deputy Speaker LRay Villafuerte proposed another manner by which Velasco can prove he already has the backing of the majority in the chamber.
Villafuerte said Velasco should leak the names of his supporters to the media.
“Nobody can stop them. Ito ang clear that everything should be done according to rules,” the Camarines Sur lawmaker said.
Under the rules of the Lower House, electing a speaker can only be done if a vacancy for the position exists and if the next speaker is chosen through voting in the plenary.
The Velasco camp had reportedly intended to pursue voting on October 14 if Cayetano will not honor his term sharing commitment.
However, in a surprise move, Cayetano abbreviated the budget process and proceeded to suspend sessions until November 16, thus, thwarting Velasco’s plans to unseat him.
