DSWD confident it will finish SAP 2 payouts by Sept. 30


The Department of Social Welfare and Development (DSWD) expressed confidence Sunday (Sept. 27) that it will be able to complete the second tranche distribution of emergency cash subsidies under Social Amelioration Program before this month ends.

“Yes, we are finishing the distribution,” DSWD spokesperson Irene Dumlao told the Manila Bulletin in a Viber message  when asked if they will finish the SAP2 payouts within this month as earlier targeted. 

Dumlao said around 13, 908, 438 SAP 2 beneficiaries have received their aid, amounting to more than P83.1 billion. 

The number is 98.5 percent of the 14,117,957 beneficiaries targeted to receive the second tranche. 

In a radio interview, Dumlao said that they have yet to finish the SAP 2 payouts, both the digital and manual.

"Patuloy ang pagpapatupad natin o ng pagdidistribute the second tranche ng SAP (We continuously implement or distribute the second tranche of SAP),” she told the DZBB, three days before their target date to finish the second tranche distribution.

According to her, the agency is still coordinating with its financial service providers (FSP)-partners to address the cases of failed transactional accounts of the beneficiaries following their failure to supply complete personal information. 

"Marami pa pong mga accounts ang inaayos ng ating FSP partners lalo po 'yung mga beneficiaries na may kakulangan sa impormasyon kaya nga po ang kanilang restricted transactional accounts ay hindi pa po successfully processed at ang kanilang ayuda ay hindi pa po nacredit sa kanilang accounts. Ito po ang currently na inaayos natin,” Dumlao said. 

(There are many accounts that are being addressed by the FSP partners, especially those of beneficiaries who have incomplete information, that is why their restricted transactional accounts were not successfully processed and their cash aid was not credited to their accounts. This is currently being addressed.)

“Tinitiyak naman po ng DSWD lalo na po sa ating beneficiaries kung kayo ay kwalipikado at nakatira kayo sa identified  ECQ areas , matatanggap nyo po ang inyong ayuda,” Dumlao assured the unserved 209, 519 beneficiaries. 

She said the digital and manual payouts will continue in the National Capital Region, Region III, and Region IV-A.

In a virtual press briefing on Sept. 17, DSWD Undersecretary Rene Glen Paje  said its four partner-financial service providers in Metro Manila have recorded some 853,000 cases of  “failed" transactional accounts during SAP 2 after the beneficiaries supplied conflicting information, like their first and last names, and mobile numbers.

Paje said the bulk of the  853,000 recorded failed transactional accounts was from GCash, numbering to over 660,000, followed by PayMaya with 111,000.

While, Union Bank and Robinsons Bank recorded more than 60,000  and over 20,000 failed transactions, respectively, he said. 

The DSWD official said they are closely coordinating with the FSPs and the local government units to correct the information needed to facilitate the immediate distribution of cash subsidy to the beneficiaries.
