LTO summons driver after speeding bus triggers EDSA accident


The Land Transportation Office (LTO) has summoned the driver and manager of another passenger bus firm caught speeding along the EDSA Busway after it hit a concrete barrier, causing accidents to other vehicles on the road.

A hearing on the matter has been set at 2 p.m. on Monday, September 28 at the LTO office in Quezon City on the show-cause order issued to Esteban Handig, driver of a Kellen Transport Inc. bus, and its operator for violating road transport rules.

According to LTO, the driver has violated sections 27 (improper person to operate a motor vehicle) and 48 (reckless driving) of the Republic Act 4138 or the Land Transportation and Traffic Code.

The incident was captured by the MMDA's CCTV camera along the EDSA-Cubao area around 7:40 a.m. on September 24.

The now viral video showed the bus recklessly speeding on the southbound lane of EDSA near corner Monte De Piedad in Cubao, Quezon City where it sideswiped a concrete barrier that toppled on its side  and blocked a private vehicle on the other lane.

It was seen in the footage that the car abruptly stopped, causing the tailing motorcycle to bump into its rear-end.

The LTO directed Handig and the company's manager to submit a written reply to show cause why the license of the driver should not be suspended or revoked, and why the firm should not be sanctioned due to the incident.

Pending investigation, the agency also preventively suspended Handig's driver's license for three months.

The Department of Transportation has been warning public utility vehicle drivers and operators that it will "never tolerate irresponsible and reckless manner of driving by authorized PUBs which poses a danger to life and possible damage to property."
