DSWD distributes P81-B of SAP 2 aid to 13.5-M beneficiaries

The Department of Social Welfare and Development (DSWD) on Thursday said that P81,091,287,150 was already distributed through manual and digital payouts based on the second tranche of the social amelioration program (SAP) update as of August 26.

In a virtual press briefing, DSWD Secretary Rolando Joselito Bautista reported that the SAP 2 payouts were given to the 13,555,555 target beneficiaries.

Bautista in his report noted that 1,386,121 Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries had availed of the financial assistance while 5,912,920 low-income families who are non-4Ps recipients also received the cash aid.

He added that 3,238,405 waitlisted or those left-out and non- 4Ps families had gotten their financial help from the government.

Meanwhile, Bautista said that 1,758,038 waitlisted families in areas under the enhanced community quarantine (ECQ) were the recipients of the monetary assistance. 

He also noted that around 150,695 public utility vehicle (PUV) transport network vehicle service (TNVS) driver families benefited from SAP 2 as of August 25.

In totality, Bautista said the DSWD had reached 95 percent of its target beneficiaries in the second wave of the SAP cash aid.

With some local government units (LGUs) seeking the distribution of the SAP cash aid directly to them without being coursed through the DSWD, Bautista stressed the need for them to wait for the approval of the Bayanihan 2 Law.

Stressing his point further, Bautista pointed out that the DSWD will abide by the provisions under the said law.

“Ang DSWD at ibang ahensiya ay tagapagpatupad ng batas na maipapasa sa Kongreso. Kapag isinibatas ang panukalang ito makilipag-ugnayan ang ahensiya sa lokal na pamhalaaan para maayos ang implementasyon ng programa dito (The DSWD and other agencies are the ones enforcing the law passed by Congress. If the proposal is approved into law, the agency will coordinate with the LGUs in the implementation of the program),’’ Bautista said.

He also clarified that not all recipients of the SAP first tranche are entitled to receive financial assistance under the second tranche.

Bautista emphasized that the SAP 2 beneficiaries are only for specific areas that are included in executive order 112 series of 2020 and memorandum of the executive secretary of May 22, 2020.

These areas include Central Luzon except Aurora province, Metro Manila, Southern Tagalog, Benguet, Pangasinan, Iloilo, Cebu province, Bacolod and Davao, Albay, and Zamboanga City.

Bautista said that list of SAP 2 recipients underwent validation and duplication processes to ensure that only qualified beneficiaries are given the cash aid.

The DSWD chief also warned the beneficiaries never to share their personal identification numbers (PIN) and reference numbers with unscrupulous individuals or groups to avoid being victimized by scammers.

He stressed the DSWD will never ask for the PIN, reference numbers or any SAP-related information from the beneficiaries.

In case the SAP recipients are victimized by the scammers, Bautista asked them to immediately coordinate with the DSWD or financial service providers that will then seek the assistance of the National Bureau of Investigation (NBI) Cybercrime Division.
