Gen. Archie Francisco Gamboa, chief of the Philippine National Police (PNP), said the two policemen from the San Juan Municipal Police Station are currently under restrictive custody at the Ilocos Sur Provincial Police Office.

He identified them as Police Staff Sgts. Randy Ramos and Marawi Torda.
”They are not men in uniform but animals who deserve to be jailed for life,” said Gamboa.

Quoting the result of the investigation, Gamboa said the two cops accosted the victim and her 18-year old cousin for alleged violation of curfew. The two teenage girls had just attended a party and were reportedly drunk.

Ramos allegedly raped the 18-year old victim, while Torda allegedly molested the 15-year old girl. The 15-year old girl, however, managed to escape.

She then lodged a complaint at the Cabugao Police Station against Torda and Ramos.

On her way home, two motorcycle-riding men shot her repeatedly.
Gamboa said a case of murder was filed against the two policemen based on the evidences that investigators obtained.

A separate case of rape was also slapped against Ramos.
