TACLOBAN City – A “habal-habal” driver was shot dead by a barangay official while he asking for a certification required in order to avail of the financial aid under the Social Amelioration Program (SAP) in Albuera, Leyte Thursday, May 7.
Authorities identified the victim as Paulito Paton-og Pelicano, 39, married, and a resident of Sitio Panhugan, Barangay Sherwood of Albuera town.
Initial investigation disclosed that the victim, together with his friend Jaime Agcang, went to the house of barangay official Andres Cruz, 46, to ask for a barangay certification when the suspect, without any apparent reason, suddenly drew a firearm from his waist, and shot the victim four times at around 9:40 a.m.
Pelicano was immediately brought by Agcang to the OSPA Farmers Medical Center in Ormoc City, but was pronounced dead at around 11 a.m. by the attending physician.
Cruz was immediately arrested by the responding police officer wherein they were able to confiscate a caliber .45 Para-Ordnance P14-45 loaded with two live ammunitions believed to be used as the murder weapon.
Also recovered from the crime scene were three fired cartridge cases for caliber .45 pistol.
The suspect and the confiscated and recovered items were brought to Albuera Municipal Police Station for documentation and proper disposition.
