Duterte studying recommendation to place Albay & Zamboanga City under ECQ

Malacañang said President Duterte is yet to approve the recommendation to include Albay Province and Zamboanga City under the enhanced community quarantine (ECQ) due to the threat of the coronavirus disease.

Presidential spokesman Harry Roque made the announcement over state-run PTV-4 after the Inter-agency Task Force (IATF) for the Management of Emerging Diseases recommended to leave the two localities under the ECQ instead of placing them under the general community quarantine (GCQ).

“Iyong rekumendasyon po ng IATF para po sa Albay at sa Zamboanga ay pinadala na po sa Presidente para sa kaniyang approval – kinakailangan pa po iyan ng approval ng ating Presidente (The recommendation of the IATF for Albay and Zamboanga has been forwarded to the President for his approval. He needs to approve it first),” he said.

Roque explained that under President Duterte’s Executive Order 112, provincial governors can place component cities and municipalities under the ECQ following the approval of the local IATF. The same applies to mayors of highly urbanized cities if they want to place certain barangays under ECQ.

However, if a governor wants to place the entire province under ECQ, it needs to have the approval of the central IATF.

On Friday, Malacañang released EO No. 112 issued by President Duterte placing nine geographical areas considered as high-risk under the ECQ. These are the following:
1. National Capital Region
2. Central Luzon except Aurora Province
3. CALABARZON
4. Benguet Province
5. Pangasinan Province
6. Iloilo Province
7. Cebu Province
8. Bacolod City
9. Davao City

Meanwhile, a GCQ is imposed in all other areas in the country provided that minimum health standards are achieved and continuously observed in these areas.

The IATF may lift the GCQ in low-risk areas after May 15, provided that there will be no deterioration in their risk level.

In his EO, President Duterte said the decision was made based on the trends on the COVID-19 epidemiological curve; health systems capacity of local government units (LGUs); and economic, social, and security considerations.

He likewise called on LGUs to fully and sincerely cooperate with the government in the fight against COVID-19.

“Unilateral decisions to close off territorial boundaries and restrict the movement of workers and cargoes compromise the collective interests of all Filipinos and the country as a whole,” the President said in his order.

“There is a need to build on the existing response measures of the government relative to the COVID-19 outbreak, maximize the gains we have achieved thus far, and complement efforts to strengthen the health systems capacity of hospitals, medical facilities, and LGUs,” he added.
