Lacson OK with hybrid mode of Senate's plenary sessions

Senator Panfilo M. Lacson on Tuesday gave his conditional approval to a resolution allowing the Senate’s plenary sessions to be held through a hybrid mode, both physical and teleconferencing.

This developed as other senators approved the proposed hybrid mode when they resume regular sessions on May 4 after their mid-March recess.

‘’I will, on condition that it is clear that we are not establishing a legislative precedent and the effect of the resolution will be limited only to the (coronavirus disease) COVID-19 pandemic and any similar crisis which should also be subject to another Senate resolution if it comes to that,’’ he said.

‘’In fact, that will be my proposed individual amendment once the matter is deliberated in plenary,’’ he added.

On the query that he did not sign the resolution, Lacson said his staff overlooked it by not sending his e-signature in time for the filing of the resolution with the Senate Bills and Index.

‘’I will manifest on the floor on Monday to make me co-author,’’ he added.
