Duterte said the city implemented the clustering of districts to lessen the risk of exposure for residences from other areas known as hot spots.

“Please do not go out of your clusters because we need people to stop moving between areas,” she said.

The mayor said this is measure of the city control the spread of the virus in other non-infected areas in the city.

She said people must understand that they should limit their exposure outside and should stay inside their houses.
