Vico Sotto, Rex Gatchalian say SAP list adds to delay and confusion over subsidy distribution

Pasig city Mayor Vico Sotto echoed the concerns raised by Valenzuela city Mayor Rex Gatchalian over the distribution of Social Amelioration Program (SAP).

In an interview with ANC, Gatchalian said that explaining to his constituents how it was not him nor the local government who set the criteria for qualified recipients of the financial aid from the national government has been his “biggest challenge” in recent days.

“Ganito rin ang karanasan natin sa Pasig (We have the same experience here in Pasig),” Sotto said in a Facebook post over the weekend.

The local chief executive noted the additional obstacles they are facing with the distribution of cash aid, such as the lists of subsidy beneficiaries that were given to the barangay.

Instead of last names, Sotto explained that the first names of the recipients were the ones arranged in alphabetical order. He also noted that the addresses of the beneficiaries were not indicated in the list.

“Given the circumstances, we ask for your understanding because we do not have the capacity to do this house-to-house,” he said.

President Duterte has given the Department of Social Welfare and Development control and supervision for the distribution of assistance to qualified recipients.

According to the DSWD, target beneficiaries of the SAP are low-income families or workers in the informal economy that were most affected by the imposed quarantine due to the coronavirus pandemic.

In Pasig City, Sotto said that only over 93,000 have been approved by the DSWD to receive the assistance. This accounts for less than half of the 200,000 families the Pasig city government has identified to receive the aid.

This led the city government to allocate over P1 billion in cash aid for families not covered by the assistance from the national government.

Sotto said the distribution of the assistance known as the “Pasig Supplement SAP” will be conducted house-to-house.

“Patuloy gagawin ng lokal na pamahalaan ang lahat na makakaya para mapabilis at mapadali ang proseso (The local government will continue to do everything in its power to speed up the process),” he said.
