The national government will focus more on helping those in need following the decision to extend the Luzon-wide enhanced community quarantine (ECQ) to arrest the coronavirus disease (COVID-19) pandemic.

Cabinet Secretary Karlo Nograles said the government will focus on giving financial assistance to those who are in need during the period of the ECQ.

“[The] Government will endeavor to help everyone, and those of our countrymen who need the most assistance will get the most help,” he said.

Nograles said a major component of government efforts to help underprivileged families is the Social Amelioration Program which aims to assist 18 million families by giving them financial assistance ranging from P5,000 to P8,000.

According to the Palace official, the Department of Social Welfare and Development (DSWD) reported that its National Capital Region (NCR) office has already facilitated the issuance of checks for the month of April to Metro Manila LGUs that have already completed their requirements:

Manila – P1.48 billion;
Parañaque – P621.39 million;
Caloocan – P1.72 billion;
Marikina – P449.88 million;
Pasig – P750.93 million;
Quezon City – P3.02 billion;
Mandaluyong – P368.37 million;
Muntinlupa – P430.68 million; and
Taguig – P739.97 million

Nograles said Parañaque started the distribution of the subsidies to target families on Friday, while Manila began its implementation on Monday.

As of Monday, 16 Metro Manila LGUs have complied with the requirements and are ready to implement the program before the Holy Week break. One NCR LGU, meanwhile, committed to comply with the requirements by April 7.

“Per the DSWD, all Metro Manila LGUs have committed to submit the list of families not included in the initial list of beneficiaries at the soonest possible time,” he said.

“The DSWD NCR Field Office had already established 17 social amelioration program monitoring teams to supervise the full implementation of the first tranche of the program, and it has requested Land Bank to open on Saturdays to facilitate the implementation for the 17 NCR LGUs even on weekends,” he added.
