Voting by mail in the May 2022 polls?
Commission on Elections (COMELEC) Commissioner Rowena Guanzon raised this idea as a way of giving more voters access to elections.
“We should think about voting by mail within the country, for domestic voters who are already registered,” she said in a Facebook post.
“COVID 19 has changed our way of life and we must find ways to give voters access to registration and elections electronically while at the same time ensuring security of our elections, ” added Guanzon.
Voting via mail has been used by Filipinos for overseas voting for several elections.
Another option for the Philippines for the presidential election in May 2022, she said, is electronic voting.
“I think mobile app voting should be explored also,” Guanzon said.
Earlier, the en banc approved the test run of the mobile voting application overseas for possible use in the May 2022 polls.
The conduct of the test run is being eyed in June or July.
Based on Section 28 of Republic Act No. 10590 “the Commission may explore other more efficient, reliable, and secure modes or systems, ensuring the secrecy and sanctity of the entire process, whether paper-based, electronic-based, or internet-based technology or such other latest technology available, for onsite and remote registration and elections and submit reports and/or recommendations to the JCOC (Joint Oversight Congressional Committee).”
