The Trade Union Congress of the Philippines (TUCP) said displaced Overseas Filipino Workers (OFWs) should be included in the social amelioration and adjustment programs authorized under the Bayanihan to Heal As One Act.
TUCP President Raymond C. Mendoza said OFWs must be included in the Bayanihan Act as many of them were also displaced due to travel bans and closed borders.
He cited the March 23 Job Displacement Monitoring Report of the labor department showing 3,169 OFWs adversely affected by the coronavirus disease 2019 (COVID-19) outbreak.
According to Mendoza, the Bayanihan to Heal As One Act does not provide for budget augmentation for livelihood and employment assistance to displaced OFWs.
He urged the President to earmark funds for OFW subsidy and to increase its allocation of P10,000 to P15,000 per month for the entire duration of the Enhanced
Community Quarantine period.
