Justice Secretary Menardo Guevarra on Monday night (March 16) allayed fears that the enhanced community quarantine over Luzon will lead to a declaration of martial law.

“Please be assured that we are not headed towards martial law,” Guevarra said in a press briefing in Malacañang.

Guevarra quelled the suspicion due to the stricter measures that will be imposed during the enhanced community quarantine.

“Although public safety requires it, there is no state of rebellion, there is no state of invasion,” he said. “Our enemy here is not a human being, our enemy is a virus.”

Under the community quarantine, everyone in Luzon will have to observe strict home quarantine.

President Duterte decided to push for the enhanced community quarantine after finding that the community quarantine over Metro Manila was not enough to curb the spread of coronavirus disease.
