Senator Panfilo M. Lacson on Tuesday said the filing by the Office of Solicitor General (OSG) with the Supreme Court of a quo warranto case against ABS-CBN gives no reason why the House of Representatives should not act on it.
The Lower House should report out and debate its findings in plenary the application for legislative franchise filed by ABS-CBN and transmit the bill to the Senate for our immediate deliberation, he said.
Lacson stressed that there is no jurisdiction issue in the case.
“Rather, it is about merits in the SolGen’s (OSG’s) allegations regarding an existing 25-year franchise that is expiring (on March 30) and over which the Supreme Court has original jurisdiction,’’ he said.
Lacson pointed out that Congress has the sole power to grant or deny under the same 1987 Constitution; and the merits of ABS-CBN’s application for a legislative franchise.
