The Office of the Ombudsman wants to hear the side of Southern Leyte Vice Gov. Christopherson M. Yap on the rape and administrative complaint filed against him by a 17-year-old girl.
Office of the Ombudsman (MANILA BULLETIN)
The notice for clarificatory hearing ordered Yap to appear before Graft Investigation and Prosecution Officer Darius L. Sagadal on August 28.
Yap, who was also appointed governor of Southern Leyte in August 2017, has been charged with violating the Special Protection of Children Against Abuse, Exploitation and Discrimination Act and the Code of Conduct and Ethical Standards for Public Officials and Employees.
The complaint was filed by teenage girl, together with the support of the Case Against Violence Visayas (CAVV) last Feb. 19, 2018.
The girl alleged that Yap raped her when they first met in November 2017. She said that Yap's supporters, including his driver and assistant Romeo Gonzales, first got her drunk before getting her inside his sports utility vehicle. Once there, he allegedly started fondling her before proceeding to rape her.
Two weeks later, the girl alleged, Yap's assistant sent her a text message and invited her to another drinking session. This time, they went to Yap's gasoline station.
When she went to the restroom, Yap reportedly followed and attempted to rape her again. She screamed and caught the attention of her male cousin, who came to her rescue. Because of her cousin's appearance, Yap allowed her to leave the restroom.
A clarificatory hearing may be called after the complainant and respondent have filed their affidavits, and the investigating officer seeks clarification on facts material to the case.
