A measure institutionalizing energy efficiency and conservation as a national way of life has been signed into law by President Duterte.

Republic Act No. 11285, also known as the Energy Efficiency and Conservation Act, also promotes the development and use of renewable energy as well as grants incentives to energy efficiency projects in the country.
"It is hereby declared the policy of the State to institutionalize energy efficiency and conservation as a national way of life geared towards the efficient and judicious utilization of energy by formulating, developing and implementing energy efficiency and conservation plans and programs," the law read.

The government aims to "secure sufficiency and stability of energy supply in the country to cushion the impact of high prices of imported fuels to local markets and protect the environment in support of the economic and social development goals of the country," the law added.
Under RA 11285, the Department of Energy (DOE) has been assigned to spearhead the creation of the
National Energy Efficiency and Conservation Plan (NEECP). The national framework includes defined targets, feasible strategies and regular monitoring and evaluation of programs for energy efficiency and conservation.
A National Energy Efficiency and Conservation Database, or a unified database on energy consumption and application of energy efficient and renewable energy technologies, will also be established.
All government agencies have also been directed to ensure efficient use of energy in their offices, facilities and transportation units. Local government units must also establish their Local Energy Efficiency and Conservation Plan.
The law also creates an inter-agency energy efficient and conservation committee to evaluate and approve government energy efficiency projects. The committee will also provide strategic direction in the implementation of the Government Energy Management Program that seeks to reduce monthly consumption of electricity and petroleum products.
All energy end users shall also use energy efficiently and promote the development and use of new and alternative energy technologies and systems.
The energy department must also develop Minimum Energy Performance (MEP) standard for energy-consuming products. The minimum level of energy performance must be met before being sold or used for residential, commercial and industrial purposes. It must require manufacturers, importers and dealers to comply with MEP and display the label on energy requirement and consumption efficiency on the packaging of their products.
To ensure fuel efficiency for transport, vehicle manufacturers and dealers must comply with fuel economy performance set by the government.
New and existing buildings must also comply with energy conserving design issued by the energy department.
On fiscal incentives, energy efficient projects will be included in the annual investment priorities plan of the Board of Investments and shall be entitled to certain incentives.
Energy-efficient establishments will be entitled to the provision of awards and recognition for innovations in energy efficiency as well as technical assistance from government agencies in the promotion of energy efficient technologies.
Government financial institutions may also provide concessional financial packages for the development and use of renewable energy and energy efficiency projects.
The law also prohibits the failure to comply with energy labeling, removal or altering energy label on energy-consuming product, failing to provide accurate energy information, selling, leasing or importing energy-consuming products that don't comply with MEP, among others.
Any officer and employee of the establishment who willfully violates the law will suffer the penalty of one year to five year imprisonment or a fine between P100,000 to P100 million if convicted in court.
