A memorandum addressed to Engr. Armando Andres showed the Manila chief ordered Andres’ department to “immediately conduct a thorough investigation” on the incident.

The Manila chief executive said the City Engineering Department should determine “all possible factors” why the budget hotel collapsed that left two construction workers dead.

Domagoso also said the investigation should not be limited to the quality of materials used to construct the budget hotel.

The budget hotel branch in Malate, which was due for demolition, collapsed at around 9:30 a.m. on Monday.

The Mayor said that the city government is eyeing possible liability against Sogo Hotel and its demolition contractor.
