The government is determined to quell the local Communist insurgency at all costs, Presidential Communications Secretary Martin Andanar said Tuesday.
Andanar issued the statement during the meeting of the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) in Cagayan de Oro City to align national and local government projects aimed at addressing the Communist insurgency.
“The government is dead serious in battling the biggest peace spoiler in the country, the Communist insurgency problem. We shall quell local communism at all costs,” said Andanar, the representative for Cabinet Officers for Regional Development and Security (CORDS) in Region 10 or Northern Mindanao.
Andanar admitted that Communist insurgency could not be quelled by military efforts alone. He urged local governments unit in Region 10 to do their part in the anti-insurgency campaign by demonstrating good governance and providing solutions to the causes of “conflict, dissent, and unrest.”
“With the creation of the local task forces on ELCAC, we hope to empower communities and local constituents to participate in developing a culture of peace so that everyone has ownership of the process and result,” he said.
“Let us persevere. Demonstrate good governance as a core value at all levels to regain the people’s trust and to draw hope,” he added.
At the meeting, the regional task force tackled the Convergence Areas for Peace and Development (CAPDev), a program that provides a focused, coordinated, and sustained delivery of the government’s basic services as well as social development packages in conflict-affected areas.
The CAPDEV projects are currently being implemented in the cluster areas of Mt. Balatucan Range, Mt Mangabon Odiongan Complex, Saldab and Kalabugao Plains, Pantaron and Umayam Complex, Salug Valley, Gamot-Dumasilag Complex, Mt. Kitanglad Range, Mt. Kalatungan Range, West Bukidnon Plateau, Iligan-CDO Tributaries, Mt. Malindang, Mt. Ampiro, Gadungan Mountain Range, Mt. Peurai Complex, Maigo-Tangcal-Magsaysay Tributaries, and Salvador-Nunungan Tributaries.
“We aspire to achieve empowered peace-promoting LGUs that have a robust economy yet having full authority in their territorial jurisdiction, hence, sustaining peace and development in their area of responsibilities as we reach 2022,” Andanar said.
