Two deceased officials of the Bureau of Corrections (BuCor) in Muntinlupa were among those who were suspended by the Office of the Ombudsman, stemming from the controversy in the grant of good conduct time allowance (GCTA) to heinous crime prisoners.

The Ombudsman announced on September 9 that it has ordered the preventive suspension without pay for six months of 27 BuCor officials.
Included in the list were former New Bilibid Prison superintendents Francisco Abunales and Roberto Rabo, who passed away in 2013 and 2019, respectively.
Abunales was shot and killed by unidentified men on Sept. 17, 2013 inside the NBP Reservation in Poblacion, Muntinlupa, while Rabo passed away last Feb. 24, 2019.
The Ombudsman has charged the suspended officials with grave misconduct, gross neglect of duty, and conduct prejudicial to the best interest of the service.
