President Duterte must explain to Filipinos his supposed 2016 fishing deal with Chinese President Xi Jinping in his fourth State of the Nations Address (SONA), regardless of how the people will take it, a political analyst said.

Political analyst Herman Kraft said in a television interview Monday that the President should explain the agreement between the Philippines and China on the issue of fishing in the West Philippine Sea.

“He said that he will gong to explain why his agreement with Pres Xi Jin Ping over Chinese fishermen in the West Philippine Sea is constitutional. I would like him to address that particular issue,” Kraft said in an interview hours before the president delivered his SONA Monday.

“Because from the standpoint of the Philippines, this is an issue, I think, that has been festering for quite some time. From the standpoint of the administration, this is the issue which won’t go away,” Kraft added.

He further said the issue on the West Philippine Sea “is something that keeps on coming up and keeps on raising surprises as far as the administration is concerned.”

“I think he has to address, whether we are going to be satisfied about his explanation but he has to actually explain to the Filipinos what is this all about,” Kraft stressed.
