He also promised to make sure that developmental projects will push through by allocating a sufficient budget for them.

As vice mayor, Alvarado heads the provincial board, which has 10 representatives from the province’s four districts, and four ex-officio members including the presidents of the Liga ng mga Barangay, Provincial Federation of the Sangguniang Kabataan; Provincial Councilors League and the representative of the indigenous people.

The board holds regular sessions every Thursday.

It ratified the Internal Rules of Procedures and assigned chairmen for its committees.

During the afternoon session, Fernando delivered his first State of the Province Address and laid out his executive plans, his People’s Agenda 10 or the 10 priority projects, that he will focus on during his administration.

He said his People’s Agenda incorporates programs on universal health care, quality education, vibrant local economy and jobs for every Bulakenyo, inclusive agricultural growth, caring for the poor and marginalized, relevant and resilient infrastructure, booming tourism and preservation of cultural heritage, resilient nature and clean environment, peace, order and security, and good and responsive governance.
