Manila Mayor Francisco “Isko Moreno” Domagoso said the city government will draft an ordinance that will prohibit the use of helmet, face mask or anything that will cover the facial identity of the people that will go inside financial establishments in the City of Manila.
This, after the robbery incident that took place in a bank along Sto. Cristo Street corner C.M. Recto Avenue, Binondo Manila on Thursday.
“Today, I am going to ask the city council to pass an ordinance that prohibits cap, helmet, glass, facemask, except kung maysakit ka, you have to take it off but when you are inside the bank, you can put it back when entering a financial institution such as pawnshop, banks and quasi-banks,” he said in a press conference at the Manila City Hall on Friday afternoon.
“If there will be a law in the City of Manila the next time around you violate it eh, masasara yung establishment mo,” Domagoso said.
During the press conference, Domagoso bared the bank management refused to cooperate with the police immediately on Thursday morning.
Manila Police District chief Police Brig. Gen. Vicente Danao said they were only allowed to investigate by bank management 2 hours and 10 minutes after the robbery incident.
“If the police find that they obstructed, they are going to be held liable. Never ever interfere in the police investigation, that’s obstruction of justice,” Domagoso said.
“I will not allow financial institutions na nabiktima ng ganito to take it lightly. We have about 500 banks in the city and if you are going to take this lightly, it will generate more anxiety or uncertainty in the City of Manila,” he added.
The Mayor also reiterated his P1 million offer for information on the five suspects in the bank robbery.
He said that they are still in the process of getting statements from the witnesses of those individuals inside the crime scene. There was still no exact figure about the amount stolen from the bank’s vault, he said.
“We are offering P1 million for those who have information or [know any] way of capturing those involved, whether small participant or mastermind of this incident,” he said.
“Tumigil na kayo sa criminal activities. Hindi niyo pakinggan ang payo ko, wag niyo na naman gawin sa Manila, dahil sa kasuluk sulukan ng mundo, hahanapin namin kayo,” Domagoso warned.
He also asked the five suspects to surrender to the police.
“Kayong lima, sumuko na kayo. Kung mahal ninyo ang iyong mga sarili, sumuko na kayo,” he said.
“Hindi pa nga gumugulong ang gulong eh, nagbukas palang tayo ng makina ng eroplano, hindi pa nga tayo lumilipad eh, ito na ang nangyayari, we cannot allow this,” he added.
