Manila Police District (MPD) Chief Superintendent Vicente Danao Jr. identified him as Joel Pasay, 56, married, who had temporarily resided in Deca Homes Clark, Angeles City, Pampanga.

Danao said that a joint operation was conducted by MPD, Bureau of Immigration (BI) and US Department of Homeland Security by virtue of arrest warrant from US which led to the arrest of Pasay in his residence in Pampanga at around 1:30 p.m. on March 16.

On October 29, 2018, the Bureau of Immigration issued a deportation against Pasay after the United States Department of Homeland Security learned that he was residing in the Philippines.

The Manila top cop said they initially received a tip that Pasay was seen along Pacheco Street, Tondo Manila.

However, when the police operatives arrived in the area, the BI informant said that Pasay was nowhere to be found and he already went to Clark Angeles City, Pampanga.

Pasay is charged with violation of Receipt of Child Pornography Title 18 United States Code 2252A(a)(2) issued by United States District Court for the District of Nevada on May 2, 2017.

The US Court said that he allegedly distributed materials that contain child pornography in Nevada, USA.
