Iloilo college student bashes head of schoolmate with a pipe, is charged with murder

ILOILO CITY – Piqued by repetitive accusations that he had stolen his schoolmate’s wallet, a male college student smashed the head and killed his accuser in Dumangas town, Iloilo province.


Chief Insp. Jogen Suegay, chief of Dumangas Municipal Police Station identified the suspect as Elmer Decilao, who allegedly bashed the head of his fellow Iloilo State College of Fisheries (ISCOF) student Willy Amihoy due to a personal grudge.

A security guard found the bloodied body of Amihoy, who hails from Tayasan, Negros Oriental, in the toilet of a dormitory.

It was found that the victim sustained several blows to the head from Decilao with a metal pipe.

The police said the two had earlier gotten into a heated argument over Amihoy’s lost wallet.

Suegay also clarified that news reports linking alleged abuses in the Reserve Officers’ Training Corps (ROTC) as “baseless”.

According to Suegay, Decilao was not an ROTC corps commander as reported by several news outlets and did not use the ROTC program to commit the crime.

“The suspect was just a graduate of an advanced ROTC course,” Suegay told The Manila Bulletin.

However, the killing was taken out of context that even led to Kabataan Party-list of Western Visayas condemning the ROTC.

“Amihoy’s death is one of the consequences of the prevailing culture of impunity and abuse within the ranks of the ROTC.  We remain steadfast in the call of preventing schools from implementing mandatory ROTC,” Kabataan Party-list said in a statement.

Meanwhile, charges of murder were filed against Decilao before the Iloilo Prosecutor’s Office Tuesday afternoon.
