Raps Filed Vs. Batangas Mayor Over Unreported US Trip

A grave misconduct and gross ignorance of the law complaint has been filed before the Office of the Ombudsman yesterday against San Pascual Mayor Roanna Dinglasan Conti of Batangas due to a trip she reportedly made to the US back in 2018 without informing the municipal council.

It was Vice Mayor Antonio Arguelles Dimayuga who filed the complaint against her alongside Ronaldo Gonzales Jr., the Human Resources Management Office chief and officer-in-charge administrator of the local government unit, for acting in conspiracy with one another.

Conti reportedly went to the U.S. with her husband, Nicasio “Nick” Conti and their children from December 20, 2018, to January 5, 2019. However, their vacation remained “unknown” to the members of the Sangguniang Bayan (SB) until pictures of their trip surfaced on social media.

Dimayuga said that the local chief executive should have assigned him – the vice local chief executive – to assume the vacated post while she was on vacation.

But since they were not informed of her trip, Dimayuga said that he “was not provided the chance to assume the temporarily vacated post of Conti during her overseas travel…when the latter was unable and incapable to perform her duties and responsibilities.”

The SB even sought for a copy of Conti’s travel documents and the travel order she reportedly received from Provincial Governor Hermilando Mandanas from Gonzales.

However, Gonzales refused to do so and said that he should first seek the permission of Conti. After a while, they received both documents but noticed that the application for leave was unsigned by Conti and Mandanas.

The complaint said that there was even no “substantial proof” that her application for leave was received by the Office of the Provincial Governor.

“In fine, as a result of respondent Conti’s personal political egotism, the Office of the Municipal Mayor of San Pascual, Batangas, or the municipality in general, was left from December 20, 2018 to January 5, 2019, without a designated OIC local chief executives to do the duties she was incapable to perform,” the complaint read.

On the other hand, Conti countered the accusations and said that “hindi totoo ang habla (it’s not true).”

She said that Mandanas signed the travel authority and her application for leave, so she will file a complaint against Dimayuga for perjury.
