DPWH implements new system to monitor infra consultants

The Department of Public Works and Highways (DPWH) has introduced a new system that evaluates the performance of stakeholders to guide the agency in selecting high-performing consultants in the future.

Called the Consultant’s Performance Evaluation System (ConsPES), it is composed of improved guidelines on weighing the performance of companies involved in consulting services like feasibility studies (FS), detailed engineering design (DED), construction supervision (CS), soil investigation, and geotechnical exploration investigation.

Through ConsPES, the DPWH can obtain essential inputs in selecting consultants for future consulting services project of the department.

DPWH Assistant Secretary for Technical Services Gilberto Reyes said that ConsPES which was crafted by DPWH in coordination with different stakeholders including consulting firms “will basically allow DPWH to incentivize consultants who perform high-quality work and penalize those who perform otherwise.”

“The new system with added criteria for evaluating performance even during project duration will allow DPWH to monitor the quality of consultant’s job and their compliance to standards. This will also give consultants the opportunity to improve their performance from one ConsPES period to another,” Reyes added.

Earlier, procurement engineers from various regional and district engineering offices of the agency gathered in a two-day seminar on ConsPES to prepare evaluators or the heads of Bids and Awards Committee (BAC) secretariat in DPWH Regional and District Engineering Offices (DEOs) nationwide in the implementation of the new system.

The first batch of participants who attended the first week of two-day training were evaluators from DPWH-National Capital Region and its nine DEOs; DPWH Regional Office III and its 14 DEOs; DPWH Regional Office IV-A and its 16 DEOs; DPWH Regional Office IV-B and its eight DEOs; and DPWH Regional Office V with its 15 DEOs.

For the second week of September, DPWH will hold another training for BAC secretariat heads of Regional Offices and DEOs in Mindanao.

The third and fourth leg of the seminar will be held in Cebu City and in the Cordillera Administrative Region.
