A reenacted budget means literally stuffing President Duterte’s war chest with funds in the coming May 2019 mid-term elections, opposition Sen. Francis Pangilinan warned.

Pangilinan said that if the 2018 national budget is reenacted for next year, President Duterte would be given the blanket authority to declare the capital outlay component as “savings,” which will give it power to use the same for whatever programs, activities, and projects the President wants.

“Having a reenacted budget is an unacceptable scenario, especially as 2019 will be an election year,” he said.
