Filipino diplomat Rosario Manalo was appointed by Myanmar President Win Myint to lead an independent commission that will investigate alleged human rights violations in the Rakhine state.

On July 30, President Myint created a 4-member Independent Commission of Inquiry "as part of its national initiative to address reconciliation, peace, stability, and development in Rakhine."
The Myanmar government's move was also made following the terrorist attacks by the Arakan Rohingya Salvation Army (ARSA).
Manalo will be joined by U MyaThein, Former Chair of the Constitutional Tribunal of the Republic of the Union of Myanmar, Ambassador Kenzo Oshima, Former Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, and Prof. Dr. AungTunThet: Member, Former Senior Official of UNICEF.
"The Commission will be assisted by national and international legal and technical experts," the Office of the President said.
Prior to her appointment as Chairperson of the Independent Commission of Inquiry, Manalo served as Department of Foreign Affairs undersecretary for five years.
She currently serves as the country's representative to ASEAN Intergovernmental Commission on Human Rights and Board of Governors of the Asia-Europe Foundation in Singapore.
