Bulacan holds 1st Provincial Advisory Council Summit

SAN RAFAEL, Bulacan -- In line with the theme ‘Strengthening the Linkages with the Community Towards Good Governance’, the Bulacan Police Provincial Office (BPPO), Provincial Advisory Council (PAC) in coordination with the Provincial Government of Bulacan and Municipality of San Rafael conducted the 1st Provincial Advisory Council Summit at the Victory Coliseum in Brgy. Sampaloc, this town recently.

The summit convened the chief of police, strategy management personnel and members of each advisory council in every police station in the province to better educate them of their importance toward achieving Philippine National Police Peace and Order Agenda for Transformation and Upholding of the Rule of Law or the PNP PATROL Plan 2030.

In the speech, Gov. Wilhelmino M. Sy-Alvarado said that the PNP carries a profound responsibility in maintaining peace and order considering the crime rate that resulted to a wider range of poverty.

“Itinalaga ninyo ang inyong mga sarili sa layuning titiyak hindi lamang sa kapayapaan at kaayusan bagkus ay sa pagpapanatili ng demokrasya. Bagaman sa mga nakaraang panahon, kayo ay labis na nahuhusgahan, lubos akong naniniwala sa pagtupad ninyo sa inyong sinumpaang tungkulin, at na walang lugar sa Pambansang Kapulisan para sa mga pulis na lantarang nilalabag ang Saligang Batas,” Alvarado said.

He stressed the importance of keeping the PNP’s image of integrity and loyalty as well as the role of local government units and residents in having a non-violent and safe community.

Senior Supt. Chito G. Bersaluna, acting Bulacan police director, explained the criteria that shall be considered in the identification of the composition of an advisory council including known for integrity; exemplary leadership; advocate for transparency, good governance and transformation; source of synergy; committed to participate in activities of the advisory council; and resident or currently assigned or doing business in the area.

He also shared the roles and responsibilities of the council, which are to assist in identifying the key issues and provide strategic advice consistent with the PNP’s policies; evaluate and propose revisions of strategies that will enhance the implementation of PNP PATROL Plan 2030; and advice the PNP on ways to generate additional resource to support and sustain the PNP’s plans and programs.

The council is represented as well by civilians including those from the academe, religious groups, and media among other sectors in the society.

Moreover, the attendees conducted a workshop during breakout session where the council created a dashboard that contains identified goals, gaps as well as interventions and timeline of achieving the target projects for the PNP.

Establishment of the Advisory Council is a requirement to the Performance Governance System (PGS), which is the counterpart of the Seal of Good Local Governance (SGLG) in government offices.
