President Duterte is a supervisor to local leaders and has the authority to audit their performance in combatting illegal drugs and other crimes.
This was stated by Senate President Pro Tempore Ralph Recto who backed Duterte’s order to Department of Interior and Local Government (DILG) to look into the performance of local government units (LGUs) in crime fighting.
“The President has the authority to instruct the DILG to make an audit of local chief executives who prioritize law and order in their locality,” Recto said in a text message to reporters Wednesday.
“The President is exercising his supervisory role on local chief executives,” he added.
Recto believes Duterte issued the order to keep his campaign promise to reduce incidence of crimes in the country.
The directive, he noted, will also compel local government officials to do their mandate in maintaining order and safety in their respective areas.
“The message is prioritize law and order to make our streets safe,” Recto said.
Duterte, in a speech Tuesday, warned that he would file cases against local officials, including barangay chiefs, if they are found incompetent in solving crimes within their jurisdiction.
“I will have an audit. If you are not at par, I will file charges against you for incompetence. Ayaw kong gawin ‘yan (I don’t want to do it) but you have to defend the country,” he said.
Duterte also called for the cooperation of the LGUs in the campaign against illegal drugs and crimes.
