This is Duterte’s first public engagement after his arrival from his trip to China for the Boao Forum for Asia 2018 and before he flies to Singapore next week for the 32nd Association of Southeast Asian Nations (ASEAN) Summit.

The Palaro, which will run from April 15 to 21, is jointly organized by the Department of Education (DepEd) and the host province of Ilocos Sur. But while the Palaro is a sports event, it is also an avenue to make the delegates, especially the children, appreciate culture, arts, and history.

Duterte, in his speech during the opening of the Palarong Pambansa last year, underscored the importance of building competitiveness, camaraderie and values among the youth.

The President said that his administration is giving high priority to education to prepare the Filipino youth for the future, noting that they will be the country’s nation builders.

“We are pouring money on the education sector. You have the biggest appropriation in the annual budget and for the rest of my term it will be because I’ve always believed na ang edukasyon (that education) would save us someday,” he told the crowd of young athletes.

The President pointed out that the youth, through sports competition, can develop a sense of discipline necessary to become good and productive citizens of the country.

“So we are trying to build competitiveness, fairness, values, and the sense of goodwill sa inyong mga bata (among you kids),” Duterte said.

While insisting on the values that they must acquire, the Duterte also told the young athletes about the importance of loving their country and defending it.

Duterte advocates for the reimplementation of the Reserve Officers’ Training Corps (ROTC) program to teach the youth about military service.

He said no other people will defend the country from both external and internal threats except its own citizens.

The Palarong Pambansa is an annual multi-sport event involving student-athletes from the public and private schools at elementary and secondary levels in the country’s 17 regions. It started in 1948.
