Duterte, Dela Rosa had Albayalde in mind as next PNP chief

“It was a like a meeting of the mind, so to speak.”

This was how outgoing Philippine National Police (PNP) chief Director General Ronald dela Rosa described Tuesday the designation of National Capital Region Police Office (NCRPO) Director Oscar Albayalde as his successor.

Dela Rosa said that both he and President Duterte had Albayalde in mind as the next chief of the 190,000-strong police organization.

“Even if I did not endorse Albayalde, President Duterte had already considered him as his top pick. It just so happened that like the President, Albayalde was the same man that I wanted to succeed me,” he told reporters at Camp Crame.

The 56-year-old general recalled that he was asked by Duterte, weeks before his announcement of Albayalde as the next PNP chief, who he thought could continue his efforts in the war on drugs and internal cleansing among the police rank.

“I told him, ‘Sir, it is very visible that Albayalde is really working and he’s brave. He will not back down,'” he said.

“Then he answered, ‘Me, too,” Dela Rosa, quoting Duterte, added.

Duterte announced last April 5 that Albayalde will replace Dela Rosa as the country’s top cop. The change of command has been set on April 19.

However, Dela Rosa said that he also considered recommending four other police generals who he thought were among the most qualified to replace him.

These were Deputy Director General Ramon Apolinario, considered the second highest-ranking PNP officer being the deputy chief for administration; Deputy Director General Archie Gamboa, chief of the directorial staff (TCDS); Deputy Director General Fernando Mendez, deputy chief for operations; and Director Camilo Cascolan, chief directorate for operations.

“They are the ones who were under my radar,” Dela Rosa said.
