The three former Caloocan police officers charged in the murder and frameup of 17-year-old Kian Loyd Delos Santos pleaded not guilty during their arraignment today.
Police Officer 3 Arnel Oares, PO1 Jerwin Cruz and PO1 Jeremias Pereda, former members of the city’s Police Community Precinct (PCP) 7, are facing charges for murder and planting of evidence before Presiding Judge Rodolfo Azucena Jr. of Caloocan Regional Trial Court (RTC) Branch 125.
Meanwhile, another accused Renato “Nonong” Loveras, an alleged police asset, still remains at large.
In a 43-page resolution released on January 29, the Department of Justice (DOJ) panel which conducted the preliminary investigation of the case ordered the filing of murder charges against the suspects.
The DOJ resolution cited the testimonies of eyewitnesses, including a minor, who all said they saw the accused talking to Kian before he was shot dead.
Aside from the murder raps, the panel also recommended charging the accused for planting of illegal drugs (crystal meth) and a handgun (caliber. 45 pistol)

Kian, a Grade 11 student, died at the hands of the policemen after he allegedly resisted arrest during an Oplan Galugad on the night of August 16 in his neighborhood in Barangay 160, Libis Baesa.
The cops claimed that Kian was a drug runner but it was disputed by barangay officials, saying the minor was not included in their drug watchlist.
It can be recalled that the whole force of the city police was relieved after the controversial death of teenagers including Kian.
