CALAMBA CITY, Laguna – The Land Transportation Office-Calabarzon (Cavite, Laguna, Batangas, Rizal, and Quezon area) has issued a show-cause order summoning the registered owner of the Isuzu dropside truck involved in a tragic multi-vehicle crash in Calamba City on Sunday, April 13.

Regional Director Elmer Decena ordered the registered owner of the truck to appear at the LTO-Calabarzon office in Lipa City, Batangas and submit a written explanation why he should not be held administratively liable for reckless driving as defined under Section 48 of Republic Act No. 4136.

Decena said penalties will be imposed on the truck owner if he fails to appear.
“Failure to appear and submit a written comment or explanation as required shall be construed as a waiver of your right to be heard, and the case shall be decided based on the evidence at hand,” Decena said.
Due to the incident, LTO chief Vigor D. Mendoza II ordered all regional directors and law enforcement unit heads nationwide to ramp up random and surprise inspections of public utility vehicles (PUVs) to ensure their compliance with safety standards.
As part of its Holy Week Road Safety Plan, the LTO is conducting random inspections of passenger buses in terminals, including on-the-spot drug testing for drivers and conductors when necessary.
