Davao PUV drivers, operators urged to transact with LTFRB online

By Ivy Tejano DAVAO CITY - The Land Transportation Franchising and Regulatory Board in Region 11 (LTFRB-11) urged all public utility vehicle (PUV) drivers and operators to transact with its offices online. LTFRB-Davao Regional Director Armand B. Dioso issued the statement for all PUV drivers and operators to avoid direct contact when transacting businesses at LTFRB offices. The LTFRB earlier released the Memorandum Circular No. 2020-018 or The Guidelines for Taxis and Transport Network Vehicle Services (TNVS) that will resume operations in areas under the general community quarantine (GCQ), to ensure the safety and public health for both drivers and commuters. Dioso said that the provisional Guidelines for PUVs include the receipt of fare payment of drivers through online payment platforms. He added that for taxi operators, taxi meters must be calibrated, and drivers of street-hailed can must register online payment services for cashless transaction. LTFRB incorporated this guideline to prevent the spread of the virus in compliance with the Social Distancing Guidelines placed by the Inter-Agency Task Force (IATF) for the Management of Emerging Infectious Diseases, he said. The LTFRB also released Memorandum No. 2020-020, directing PUVs plying expressways to install Radio Frequency IDs (RFID) upon resumption of operations in areas under GCQ and Modified Enhanced Community Quarantine (MECQ) to further enforce contactless transactions. “Aside from mandating cashless transactions for taxis and TNVS in areas under GCQ, MC 2020-018 also reiterates that taxis and TNVS units that will resume operation should have valid Certificate of Public Convenience (CPC) and Provisional Authority (PA),” Dioso said. He added that drivers and operators, as well, should observe the allowed passenger load in PUVs, which is 50 percent of the passenger capacity as prescribed by the social distancing guidelines. All are also required to wear a mask. Taxi and TNVS operators who failed to comply with the guidelines shall be subjected to penalties under Joint Administrative Order 2014-01, which includes imposition of fines and/or cancellation of their CPC or PA.
