Panelo: Revolutionary gov't too late as workable concept

The proposed establishment of a revolutionary government is a "titillating idea" for academic discussion but may be too late as a "workable concept," according to Chief Presidential Legal Counsel Salvador Panelo.

Panelo tried to brush aside the latest call for a revolutionary government by a group of supporters of President Duterte, saying there was no clamor from the majority of the people.

"In the matter of the call for revolutionary government by a certain group, it is an idea which is pregnant with repercussion, not the least whether or not the forces of society are ready for it," Panelo said in a statement.

"For academic discussion, it is a titillating idea for discourse," he added.

Panelo explained that any call for a revolutionary government must come from the people and not from a single organization or an individual.

"If it is a workable concept, it may be late in the day," he said. "It must be an overwhelming call, and there is no present perceptible people’s clamor for such," he added.

He admitted that the President previously mentioned a need for a revolutionary government "only if all others means constitutionally allowed to effect a radical change in the social, political and economic structure fail."

At present, he said the President has succeeded in implementing necessary changes "despite the opposite view of a boisterous minority."

The Mayor Rodrigo Roa Duterte-National Executive Coordinating Committee (MRRD-NECC) recently called for the establishment of a revolutionary government to be headed by President Duterte until the end of his term in 2022. Such form of government may hasten the shift to federalism before Duterte steps down from office, the group said.
