Mayor Abby extends deadline of payments, suspends imposition of penalties in Makati

The deadline for payment of fees for business licenses, real property taxes, and other fees and charges in Makati City is extended until April 30, 2020, instead of April 20, Mayor Abigail “Abby” Binay announced on Saturday.

She also said the city government is suspending the imposition of penalties, interests, and surcharges accruing from the issuance of the Ordinance Violation Receipts (OVRs) from March 16 until April 15, during the implementation of the enhanced community quarantine.

 “We have decided to grant an extension of the deadlines for payments and collections, as well as the imposition of penalties, to limit transactions with the city government and reduce exposure to COVID-19 for both our clients and frontliners,” Binay said in a statement.

 “At this time, only essential personnel and frontliners are allowed to be at the City Hall premises. It is also in compliance with the directives of the IATF-EID .”

 Based City Ordinance No. 2020-075 which was approved and enacted last Thursday, the deadline for the second quarter payment of business licenses is extended until April 30, from 8 a.m. to 5 p.m., instead of April 20 as stated in the city Revenue Code.

 The local government unit (LGU) of Makati said no two percent penalty will be imposed for the month of March as all payments are extended.

 Real property taxpayers, according to the city government, may avail of the five percent discount for the second quarter until April 30, 2020 from 8 a.m. to 5 p.m., instead of April 20, while the payment for the first quarter will be extended until April 30, 2020.

 The LGU said the corresponding two percent per month penalty will be imposed on May 1 for those who will fail to pay on or before April 30. “Deadlines for Other Fees and Charges payments that fall within the enhanced community quarantine will be extended until 5 p.m. of April 30, 2020,” the city government said.

 It also said interests and surcharges on Ordinance Violation Receipts (OVRs) are also suspended from March 16 until April 15, 2020, and the computation of penalties, interests, and surcharges will commence on April 16, 2020, onwards.

 On the other hand, the OVR Office will remain open and will operate with the recommended skeletal force, but there will be no redemption of OVRs that will be processed from the suspended dates.

 “For OVRs issued before the enactment of this Ordinance, the counting of the period within which to pay and redeem the OVR is suspended from March 16 until April 15, 2020. For OVRs with redemption periods, with the last day to redeem falling within the suspension period, the last day of redemption shall be on April 15, 2020.”
